How did tattoo's become trendy?

I remember when i was younger, tattoos were basically only for bikers or other tough people, and seeing them on young, wealthy suburban people was unheard of. What caused tattoos to suddenly become accepted in mainstream society? It seems like many women I know in my age bracket has a tattoo.
